รัฐบัญญัติสิทธิพลเมือง ค.ศ. 1964 (อังกฤษ: Civil Rights Act of 1964) (แม่แบบ:USStatute) เป็นกฏหมายแรงงานและสิทธิพลเมืองที่สำคัญในสหรัฐอเมริกาที่ได้ระบุให้การเลือกปฏิบัติจากสีผิว, เชื้อชาติ, ศาสนา, เพศ หรือชนชาติกำเนิดนั้นเป็นสิ่งผิดกฎหมาย รัฐบัญญัตินี้ได้ห้ามไม่ให้มีการกำหนดการลงทะเบียนของผู้มีสิทธิ์เลือกตั้งโดยไม่เท่าเทียม และการแบ่งแยกสีผิวในโรงเรียน, ที่ทำงาน และสาธารณูปโภค
แรกเริ่มเดิมที อำนาจที่มีใช้ในการบังคับใช้กฎหมายนี้อ่อนแอ แต่ก็ได้รับการสนับสนุนในปีถัด ๆ มา สภาคองเกรสใช้อำนาจในการบัญญัติกฎหมายนี้ภายใต้ส่วนต่าง ๆ ในรัฐธรรมนูญสหรัฐ โดยทีเป้าหมายหลักคืออำนาจในควบคุมการคบค้าสมาคมระหว่างรัฐ (interstate commerce) ภายใต้มาตรา 1 (วรรค 8) หน้าที่ของมันคือการยืนยันว่าพลเมืองทุกคนจะได้รับการคุ้มครองที่เท่าเทียมจากกฎหมายภายใต้การแก้ไขเพิ่มเติมรัฐธรรมนูญครั้งที่สิบสี่ (Fourteenth Amendment) และมีหน้าที่ในการปกป้องสิทธิในการเลือกตั้งภายใต้การแก้ไขเพิ่มเติมรัฐธรรมนูญครั้งที่สิบห้า (Fifthteenth Amendment)
การบัญญัติกฎหมายนั้นเสนอโดยประธานาธิบดี จอห์น เอฟ. เคเนดี เมื่อเดือนมิถุนายน 1963 แต่ได้ถูกต่อต้านโดยการขัดขวางในวุฒิสภา (filibuster) ภายหลังจากเคเนดีถูกลอบสังหาร เมื่อเดือนพฤศจิกายน 1963 ประธานาธิบดีลินดอน บี. จอห์นสันได้ขึ้นมาผลักดันกฏหมายดังกล่าว สภาผู้แทนราษฎรสหรัฐได้มีมติเห็นชอบให้ผ่านร่างกฏหมายเมื่อวันที่ 10 กุมภาพันธ์ 1964 แหละภายหลังการขัดขวางการออกกฎหมาย (filibuster) เป็นเวลา 54 วัน วุฒิสภาสหรัฐได้มติผ่านร่างกฎหมายเมื่อวันที่ 19 มิถุนายน 1964 การลงคะแนนเสียงสุดท้ายนั้นอยู่ที่ 290–130 ในสภาผู้แทนราษฎร และที่ 73–27 ในวุฒิสภา หลังการแก้ร่างฏหมายโดยวุฒิสภา รัฐบัญญัติสิทธิพลเมืองได้ถูกลงนามและประกาศใช้โดยประธานาธิบดีจอห์นสันที่ทำเนียบขาวเมื่อวันที่ 2 กรกฎาคม 1964
เมื่อเดือนมิถุนายน 2020 ศาลสูงสุดสหรัฐได้ระบุไว้ใน คดีระหว่างบอสต็อกกับเคลย์ตันเคาที และอีกสองคดี ให้มีการให้ความคุ้มครองพนักงานจากการเลือกปฏิบัติด้วยเพศ ที่ซึ่งรวมถึงเพศวิถีและอัตลักษณ์ทางเพศ
